Open/Close hours apply in modeling

It would be helpful in modeling to be able to change the open/close hours for a building and have those be enforced during the simulation, so if a general purpose classroom becomes an event space or locally scheduled after some point on specific days classes aren't placed in the way of those agreements. When we run the optimizer, we do this by setting the open/close hours in production during the bulk scheduling process, but that's not practical for ad hoc modeling requests.

We have been asked to model the impact of taking rooms out of the general purpose classroom pool at various hours to help administration make decisions about room availability. The ability to adjust open/closed hours within the model would make that modeling much easier.
