Use academic priority settings to ignore preassigned events in Optimizer locations

Allow classes placed by the Optimizer to "bump" other events and meetings scheduled in locations, but not preassigned classes. Send an email to the scheduler of bumped events like LYNX does.

This would be extremely helpful for us as well. We have events scheduled out but classes either share the space or need to bump the event if needed. It would be great if the optimizer could bump events much like importing courses does. Currently after optimizing, I manually check for spaces to see if there are rooms that have an event that I can bump to open up the room for the class.

This would be useful. It would also be good if it isn't automatic and requires either checkbox before run or a confirmation of removal if an event should be bumped to place a course. There are exception instances when the even takes precedent.
