Improve sharing runs between users

Allow admins and other users to share each other's runs more effectively. Currently they can only accept results on a run that they personally created.

I would like all runs to be visible for all users. Then have the ability to archive runs.

I would be great if the system allowed users to share optimization runs and accept results from other users runs, even if it were security group driven for who can share which runs. My team should be able to make a run, and I can review and accept assignments or vice versa - basic area responsibility coverage.
