Choose which layout is applied in Optimizer runs

When preparing Optimizer runs, let users select a layout to determine the capacity for locations. If a location in the run does not have that layout, use the maximum capacity and give a warning.

Maggie AdminWhile this functionality is not yet incorporated, the Optimizer in Analytics does allow you to choose between the location max capacity and the default layout capacity (as of 02/24/2021).
